My follicles did not grow in 4 days?

I took 50mg clomid on CDs 3-7. (I have PCOS and this is my first go at clomid) Well so I went in on CD 10 and I had 1 follie in my left ovary that was 9mm and 1 follie in my right that was 8. So she told me to come back 4 days later, which is today. So I went in today on CD14 and nothing has grown. They are still 8 and 9 and i have a ton of little ones. The only positive that came out of this is my uterine lining thickened quite a bit and she said that was really good. The first time around it was really thin. So now she is wanting me to come back again in 4 days. On my first ultrasound appointment she said follicles grow 1-3mm a day but mine haven't grown AT ALL. So doesn't that basically mean the clomid didn't work for me this time? Or can they still grow even this late in my cycle?
