How to start a free webcam online radio station?

Im wanting to start a radio station that is also web cam available. Like people can see me talking and i can play music for them and take calls. Basically trying to find a way to make a FREE online radio station with webcam capabilities. and i need it to be FREE cause im broke and this is just for me to practice on for my career.
